There can be no doubt, notwithstanding the laws which exist on the subject, that a certain amount of smuggling is carried on between Hong Kong and China and it is not surprising that the Chinese should do all in their power to prevent it. I consider it the duty of this Government, as far as it legitimately can, to assist the Chinese in carrying out their laws, whether fiscal or otherwise, but while doing this much it is absolutely necessary that we should preserve intact the inviolability of British territory, and energetically protest when any acts are done in a contrary direction.
